Background
Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Executive Board Secretariat is the inter-face between the members and observers of the UN-Women Executive Board – which is the Governance Body for operational and coordination mandates of UN-Women – and UN-Women leadership and organization. The EB Secretariat is responsible for substantive, technical and logistical preparations for, and conduct of the informal and official sessions of the UN Women Executive Board, as well as for all joint meetings of Executive Boards. The EB Secretariat is also preparing and conducting joint with UNDP/UNFPA/UNOPS, UNICEF and WFP field visits of the Executive Boards. This requires coordination and communication with all relevant Divisions and offices within UN Women, with Members and Observers of the UN Women Executive Board, as well as in-session support. The EB Secretariat is part of an informal UN Governing Body Secretariats network (UNGBS) which ensure coordination and exchange of best practices in the UN Governance system.
The Inter-government Coordination Specialist reports to the Secretary of the Executive Board of UN Women and will be working closely with all colleagues from the Strategy, Planning, Resources and Effectiveness Division (SPRED), and coordinating closely with the Programme, Policy and Intergovernmental Division (PPID), including the Executive Secretary of the Commission on the Status of Women (CSW) to ensure close linkages are built between the operational and normative aspects of UN Women’s mandate. The Inter-government Coordination Specialist will coordinate, plan and participate in the smooth and timely delivery of all activities related to the Executive Board; liaise and coordinate with other parts of UN Women for the timely preparation of all reports prepared for the consideration of the Executive Board; follow, monitor and report on other intergovernmental process directly linked to the work of the Executive Board; coordinate the finalization and submission of the Executive Annual Workplan in the required format and provide administrative and coordination support to the Executive Board Secretary.
Duties and Responsibilities
Plan, coordinate and participate in activities related to the Executive Board:
- Act as the focal point for all logistical coordination with the UN Secretariat and especially with the Department for General Assembly and Conference Management (DGACM), to ensure Coordinate the formal session of the Executive Board and the Executive Board field visits;
- Coordinate Joint Board meetings with the Executive Boards of UNDP/UNFPA/UNOPS, UNICEF and WFP;
- Coordinate consultations and negotiations of draft decisions, pre and post session report writing;
- Coordinate and organize informal briefings organized for the functioning of the Executive Board;
- Prepare information notes and analytical summaries for the guidance of the work of the Executive Board and its Secretariat as needed;
- Provide coordination support for UN Women’s input and participation in the joint meetings of the Executive Boards and Bureaux; CSW; and ECOSOC.
Liaise and coordinate with other parts of UN Women for the timely preparation of all reports prepared for the consideration of the Executive Board:
- Oversee the preparation and drafting of official parliamentary reports, conference papers and background notes;
- Follow up with other parts of UN Women for timely inputs and perform quality assurance for content;
- Coordinate editing and translation of all the reports, as needed;
- Ensure all documentation is made available to the Member States an agreed date;
- Work closely with SPRED, PPID to ensure close linkages between operational and normative aspects of UN Women’s mandate;
- Provide technical inputs to the preparation of documentation and advisory notes for senior management on the work of the Executive Board.
Follow, monitor and report on other intergovernmental process directly linked to the work of the Executive Board:
- Coordinate and follow up on the Quadrennial Comprehensive Policy Review (QCPR) development;
- Follow the proceedings of the Executive Boards of UNICEF, UNDP and UNFPA sessions, the Advisory Committee on Administrative and Budgetary Questions (ACABQ) processes and UN Governing Bodies Secretariats (UNGBS) network as needed;
- Report to the Secretary on potential risks and opportunities highlighted in other governmental process such as the QCPR;
- Consult with the Executive Board Secretary on action needed.
Provide administrative and coordination support to the Executive Board Secretary:
- Coordinate the finalization and submission of the Executive Annual Workplan in the required format;
- Coordinate the budget submission with the ACABQ as needed;
- Draft correspondence for the Secretary;
- Maintain and daily update of the comprehensive Executive Board distribution list including contact with delegations and propose effective ways to manage this list;
- Act as the “Deputy Secretary” and represent the Secretary in meetings as required by the Secretary.

- Effective coordination and logistical support provided during Executive Board meetings, Joint Board meetings, field visits and other Executive Board meetings;
- Timely and quality draft reports, notes and summaries;
- Timely and quality submission of reports by other parts of UN Women;

- Timely monitoring and reporting of intergovernmental processes linked to the Executive Boards;
- Timely finalization and submission of Executive Annual Workplan and budget submission.

Required Skills and Experience
Education:
- Advanced university degree in social sciences, public administration, business administration, international relations, communications, women’s studies or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- A minimum of 5 years relevant experience at the national or international level, including experience within the UN System.
- Experience with intergovernmental processes and working with senior government officials.
- Experience coordinating high level meetings and developing reports.
Languages:
- Excellent written and spoken English; knowledge of another official UN language an asset.
